We sub-perform under our prime’s existing vehicle, on our prime’s invoice. We do not hold our own GWAC seats — that’s the point. We fit cleanly inside FAR 52.219-14 subcontracting limitations on services contracts and we don’t compete for your agency relationship.

We do not claim to hold OASIS+, STARS III, CIO-SP, or MAS IT as a prime. We sub under primes who do. If your vehicle isn’t listed here, ask — we can usually sub under it.
How a task order flows through OlenArc as a sub
FAR 52.219-14 governs subcontracting limitations on small-business set-aside services task orders. The prime must self-perform at least 50% of the TO value; the remaining ~50% can flow to subs. OlenArc is a non-similarly-situated entity, which means our sub-performance counts toward the prime’s subcontracting allowance, not toward the prime’s self-performance.
