The prime relationship stays yours. OlenArc can take a bounded, non-engineering workstream — evidence baselines, stakeholder-input synthesis, source-linked drafts, documentation control, or closeout support — under the prime’s subject-matter review and quality assurance.

Each one is a defined work product with a start, an end, and a named acceptance point — not an open-ended retainer.
- Award-to-evidence baseline — map the award, scope of work, required outcomes, existing studies, public records, and available project evidence into one traceable working baseline.
- Stakeholder-input synthesis — organize approved interviews, listening-session notes, or survey results into themes, evidence tables, unresolved questions, and source-linked findings. The community speaks for itself; we organize what it said.
- Grant reporting and closeout package — evidence matrices, reporting drafts, outcome documentation, source appendices, open-item logs, and handoff-ready closeout files.
- Funding-readiness package — turn an existing plan or completed adoption project into a decision-ready description of the next phase, documented assumptions, unresolved dependencies, and funder-facing evidence.
- Lightweight delivery workspace — when useful, a simple reporting calendar, evidence tracker, document workspace, or management dashboard so the work product stays usable after delivery.

OlenArc is not a broadband engineering firm and does not replace the Tribe’s technical, legal, financial, cultural, or procurement decision-makers.

Where we stop
- Stamped engineering or feasibility opinions.
- Network architecture or construction design.
- Certified construction-cost estimates.
- Legal, audit, or funding-eligibility opinions.
- Any guarantee of grant approval or reimbursement.
- Replacing the Tribe’s existing prime, engineer, or subject-matter expert.
The Tribe or prime consultant owns the decisions, final review, and submitted work product. OlenArc owns the accuracy, traceability, and usability of the bounded delivery scope it accepts.
Where the proof actually is
Our project experience is in Native-serving grant operations, evidence workflows, reporting, intake, and software delivery. We have not delivered a Tribal broadband engagement — the transferable layer is everything above the engineering, and we say which is which up front.
